Observer/Referee slots must be opened by the host. The action of all players is halted when a referee pauses the game. Referees can send text chat messages to all players and they can pause the game. A referee is similar to an observer, except with additional functionality available only to the referee. Hotkey "H" toggles the Observer Panel Visibility.

World Builder, the map editor is now available to allow users to edit, create, and add new maps to multiplayer games. In Steam, select "file," choose "settings," and then under the "beta participation" section, click "change." Select Dawn of War 2, restart Steam, and the patch will automatically download. Users can participate by opting into the beta. The beta for the Dawn of War 2 update 'There Is Only War' is now live on Steam.
